People’s Village Application

People’s Village is currently accepting applications. Applicants to People’s Village are initially accepted for residence for 28 days; if residents abide by program rules and are actively pursuing housing, their stay may be extended in increments of 28 days. Residents of People’s Village need to adhere to the Resident Behavior Agreement. You may request to review the Resident Behavior Agreement prior to applying for the program.

 

Partial eligibility information includes:

  • Must be at least 18 years of age and homeless in Petaluma per HUD definition.
  • Must be enrolled in Sonoma County Coordinated Entry System (CES). COTS staff can enroll individuals who are not currently enrolled.
  • At least one of the following criteria must be met:
    • 55 years of age or older, or
    • Have a documented disability (SSI award or letter from medical professional), or
    • Have a documented history as a survivor of domestic violence, or
    • Have documentation attesting to PTSD.
  • Must be able to perform activities of daily living without the assistance of a caregiver.

 

Once your application is submitted, your name will be placed on our waitlist. When your name reaches the top of this list, you will be contacted to schedule an intake appointment. You will have 48 hours to contact us to schedule an intake appointment. Those who do not call within this timeframe will be removed from the waitlist and will need to reapply. If you are not able to provide contact information, please call COTS at 707.708.0534 regularly to check your waitlist status.

 

Agreements while living in People’s Village include:

  • Drugs and alcohol may not be consumed on property. No purchase or sales of drugs is allowed on property. (Zero tolerance for these behaviors.)
  • People’s Village is run as a behavior-based, harm reduction program. If residents are under the influence of drugs or alcohol, their behavior must not interfere with the peaceful enjoyment of other Village residents.
  • Resident Behavior Agreement guidelines must be adhered to at all times.
  • No theft or property damage.
  • No threats, racial slurs or homophobic language; no violence.
  • Participants are responsible for their own behavior; individuals are asked to respect themselves & the community.
  • People’s Village is a housing-focused, non-congregate shelter program; participants are expected to actively work towards increasing income, addressing barriers to housing, and obtaining permanent housing. Participants may be exited from the program for failure to participate in case management and other supportive service offerings.

 

** Once you exit People’s Village, you may reapply for admission six months after exit date. **
