The Associate Director of Housing Services is responsible for the oversight and delivery of client supportive services for COTS’ Community Housing and Resident Services programs, and related property management for the Community Housing program. Responsibilities for property management extend to engagement with local landlords to maintain housing, and management oversight of multiple scattered site supportive and permanent supportive housing properties and related services to our clients. This role also serves as a key contact for property owners and property managers, overseeing housing inspections, providing on-going support to cultivate successful landlord/tenant relationships. This position actively contributes to COTS’ operational success and outcomes through collaborative engagement and alignment with COTS’ executive leadership, shelter leadership, facilities, grants, and development teams, as well as COTS community housing client population and the Coordinated Entry System county-wide.

The Associate Director of Housing Services must be knowledgeable and experienced in property management, the Fair Housing Act, and must be skilled in working with a low-income/ high-needs populations. The qualified candidate must be able to perform this role with a high degree of independence. In addition, the Associate Director of Housing Services will need to demonstrate strong customer orientation, excellent organizational skills, the ability to maintain a cool head in stressful situations, and the ability to manage a large team that works across several locations. This position reports to the Chief Operating Officer.

ESSENTIAL DUTIES

  • Manages, supports, and leads the Community Housing and Resident Services Teams, holding them accountable to COTS’ mission and strategic plan.
  • Ensures client health and safety in master-leased properties, including inspections of all properties prior to unit approval for client move-ins, maintenance and repairs, move-in and move-out support, and timely turnover of all units.
  • Manages successful landlord and property manager engagements.
  • Oversees scheduled maintenance with the Facilities Team, including notices to enter, and related engagement with landlords regarding repairs either provided by COTS or vendors.
  • Ensures communications and or notices are delivered in a timely manner when tenants are in breach of their rental agreement and communicates status to Chief Operating Officer.
  • Engages in the resolution of tenant issues and concerns as needed to support Property Manager and / or Case Managers.
  • Reviews and approves all client / property management documentation including requests for deposits, utility, and move-in and rental payments, and repairs and maintenance work orders and vendor engagements.
  • Partners with the Coordinated Entry System county-wide to ensure referred clients are successfully housed.
  • Partners with COTS Shelter and People’s Village Care Managers through COTS’ coordinated entry process to manage referrals to fill COTS’ supportive housing vacancies.
  • Ensures the housing and resident services teams are accountable to all agency and funder requirements, public and private, including COTS’ policies and procedures, ensuring documentation of all program activities, eligibility of participants for program services, accurate employee timekeeping, and timely documentation of eligible expenses, as well as complete and accurate HMIS data collection.
  • Reviews and resolves past due rents with Case Managers.
  • Prepares and manages annual budgets.
  • Collaborates with the Development and Grants Teams to ensure continued funding and positive community relations and to deliver statistical and grant-related reports to support the organization with applications and reporting.
  • Engages in and oversees compliance and reporting requirements in partnership with the Grants Team including outcomes and performance metrics, quarterly and annual reports to funders, and various program, client, unit-based reporting, and compliance.
  • Exercises good judgment, consistency, and self-control in day-to-day contact with staff, clients and in other business-related matters.
  • Manages COTS’ AppFolio Property Management System to ensure accuracy of tenant and landlord accounts, rent collections, client communications and client payment options.
  • Adheres to HIPAA security requirement standards at all times.
  • Ensures HIPAA security requirements and standards are met by the housing and resident services teams and swiftly and thoroughly addresses non-compliance issues as they arise.
  • Attends and participates in staff meetings, trainings, and agency functions.
  • Other duties as assigned.

 QUALIFICATIONS

  • 5 years of property management or related experience working with affordable / low-income housing.
  • 5 years of experience working with a high-needs population.
  • Minimum 3 years of supervisory experience.
  • Proficiency with Microsoft Office 365.
  • Current knowledge of local Fair Housing laws.
  • Knowledge and experience working with HMIS / ETO database.
  • Knowledge and experience working with co-occurring populations (chronic health conditions, mental health, and substance use).
  • Ability to respond to chaotic situations while maintaining composure.
  • Ability to speak and understand Spanish preferred.
  • Ability to adjust work schedule including nights and weekends when needed to further program goals and/or assist clients and landlords.
  • Proficiency using property management systems, AppFolio Property Management System experience preferred.
  • Must demonstrate a high degree of professionalism, and self-motivation, and ethical behavior.
  • Excellent communication and people skills.
  • High level of organization, attention to detail, and strong time management skills.
  • Ability to work effectively with people of diverse cultures, ages, economic backgrounds, and abilities in a culturally competent and sensitive manner.
  • Have knowledge of the local community and reliable transportation; must be able to drive to sites throughout Sonoma County.

EDUCATION

Any combination of education and experience which enables the candidate to successfully complete the duties as described in the job description, bachelor’s degree preferred.

LANGUAGE, MATH AND REASONING SKILLS

Ability to read, write and interpret documents such as contracts, safety rules, operating and maintenance instructions, and procedure manuals. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations, including budgeting. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to apply commonsense understanding to carry out detailed written or oral instructions.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid driver’s license, valid vehicle insurance and annual acceptable Motor Vehicle report.

This position’s primary location is 900 Hopper Street, Petaluma. Telecommuting two days per week may be optional depending upon client, colleague, and supervisor needs.
